Particulars of organization, functions and duties
[Section 4(1)(b)(i)]

1. Aims and objectives of the organization. Delhi Jal Board was constituted on 30 th March,1998 to discharge the functions of water supply, sewerage and sewage disposal and drainage within the National Capital Territory of Delhi.

Prior to this Act the above function were interested with earthwhile Delhi Water Supply and Sewage Disposal Undertaking.The Board shall also be bound to supply to the New Delhi Municipal Councel , Delhi Cantonment Board and Military Engineering services, at the place or places at which immediately before the commencement of this Act, the Delhi Water supply & Sewage Disposal Undertaking constituted under the Delhi Municipal Corporation Act,1957.
2. Mission/Vision:
Delhi Jal Board, Constituted under Delhi Water Board Act,1998,is responsible for production and distribution of drinking water in Delhi . The Board is also responsible for collection, treatment and disposal of Waste water/sewage in the capital. Delhi Jal Board has provided about 15.14 lacs water connections up to 01.04.2004. Delhi Jal Board is committed to provide efficient and prompt services to the citizens of Delhi and to the courteous in personal behaviour and professional in conduct.
Vision:
Our vision is to be environmentally sensitive provider of a quality ,reliable and reasonably priced drinking water and waste water collection and treatment system services. We aim at providing safe drinking water, and efficient sewerage services in an equitable and sustainable manner and to become an accountable service provider. Realization of this vision would promote a virtuous circle in terms of greater supply reliability and service quality, leading to greater customer satisfaction, improved willingness to pay and enhanced cost recovery. It will also include 24/7 water supply and financial sustainability and accountability, improved services to the poor, Customer Orientation and Human Resources Development, Environmental Sustainability and Enhancing Operational Efficiency.
3. Brief history and background for its establishment:
For over 5 decades, Delhi Jal Board has been meeting the needs of potable water for the National Capital Territory of Delhi. The population of Delhi has seen phenomenal growth and has crossed the figure of 140 lacs, apart from the floating population of 4 to 5 lacs. Through systematic planning and implementation, the Board has ensured average availability of 50 gallons filtered water per capita per day for the residents of Delhi , through a network of about 9000 Kms of water mains/lines. Production of water during 2003-2004 was around 670 MGD, Raw waer is obtained from various sources line the river Yamuna, Bhakra Storage, Upper Ganga Canal , and Ground Water.

5. Allocation of Business: Apart from piped water supply, and collection and treatment of sewage, Delhi Jal Board provides the following services to its customers:
•  Supply of potable water through tankers on demand
•  Supply of packaged water “JAL” in jars through Jal Suvidha Kendras.
•  Supply of Biogas and sludge Manure(Limited areas).
•  Water meter testings.
•  Testing of Water samples.

8.Citizens interaction : A Citizen Charter laying down broad guidelines for citizen of the National Capital of Delhi is regularly published.

11.Working hours both for office and public : 9.30 AM to 6.00PM for Office and 9.30 AM to 2.00PM for Public.Note: All water emergencies are open 24 hours daily.
12. Public interaction, if any: In order to ensure better quality service to the public service, Zonal Engineers are assigned the task of Nodal Office for interact with RWAs, Traders Associations, Public representatives etc. regularly.
13.Grievance Redressal Mechanism:

Redressed at various Levels.
A. Water/Sewerage complaints can be lodged at Local JE store.
B. Zonal level i.e. ZEs/ZROs
•  New Water connection

•  Dis-connection of water connection

•  Assessment of development charges.

•  Removal discrepancy in water charge bills.

•  Mutation of water connection.

•  Non-receipt of water charges bills.

•  Correction of address.

•  Change of category.

•  Complaints for defective water meters.

•  Jt. Dir/Dy. Dir. level officers are available in the Zone from 10 AM to 1PM for public Grievance Settlement.

Ex. Engineer of a particular Distt. Is responsible for Water/Sewerage/Revenue Complaints through a Single window System
D) Jt. Director/SE/DOR
E) Besides above all Senior Officers of DJB hears public/employee grievances form 12.00 Noon to 1.00PM in all working days.
F) Public can lodge its complaints through SMS at 7575 and Toll free Number 155355 and also with the Central Control Room functional for 24 hours.

Procedure followed in decision-making process
[Section 4(1)(b)(iii)]

The procedure can be described both in narrative form and through Flow Process Chart. In narrative form the stages through which a proposal passes, the levels at which it gets examined and the final authority to which it has to go for approval may be explained.
The Flow Process Charts can give a comprehensive process as may be seen from the following illustration for obtaining Water Connection.

Ex-gratia

a) Payment of Ex-gratia is granted to C,D & B(non-gazetted) employees of Delhi Jal Board whose maximum pay scale does not exceed Rs.9000/-.


b) Payment of non-productivity Linked Bonus (Adhoc Bonus) is granted to Muster roll workers of Delhi Jal Board every year.


c) Adhoc Bonus to contract drivers under Non-Productivity Linked Bonus (Adhoc Bonus).

Staff Welfare Fund

a) Financial Assistance is granted to employees of Delhi Jal Board in case of accident, pre-matured death and other similar calamities under the Staff Welfare Fund.


b) Financial assistance is also granted to the employees in the cases where the employees or their dependants are suffering from prolonged illness.


c) Cremation charges has been increased from
Rs. 2500/- to Rs.5000/-.

Hit Kari Yojana

Under this scheme a sum of Rs.10,000/- is paid to the employees on account of the Marrage of his daughters on demand.

Departmental Vehicle

Departmental Vehicle is provided on very nominal rates to employees for religious/social function.

Holiday Home

Well equipped holiday home is running at Mussoorie for which nominal charges Rs.50/- per day for one room suite and Rs.100/- per day for two rooms suite is charged from the employee who want to visit there. Other facilities such as Colour TV, LPG Gas, Geysers, Telephone, Newspapers, Sweeper, kitchen etc., have also been provided in suites.

Retirement Functions

Retirement functions are organized by the Labour Welfare Department on last working day of every month in the honour of retiring employees and their entire terminal dues are paid on the very day of their retirement.

Medical Facilities

a) The employees/Pensioners of Delhi Jal Board and their dependents are availing amedical facilities as per CS (MA) Rules for their treatment. Medical Advance is also granted to the employees as per CS (MA) Rules in major illness.

b) Delhi Jal Board has given recognition to certain Pvt. Hospitals/Diagnostic Centres for treatment of employees/Pensioners and their dependants.

c) Apart form above, Delhi Jal Board has also given recognisition to eight hospitals for providing credit facility in specified emergent medical condition

In case of death of an employee or partial disability while on duty compensation is granted as per provisions of W.C.Act.

Delhi Jal Board vide its Resolution No. 989 Dated: 07.06.205 has approved policy for the temporary allotment/booking fo DJBs Vacant land, Parks for various purposes to Govt. Institutes/Non-Government Organisations/Societies/ Trusts/ Charitable Trusts and Individuals and Community ceners with or without parks to the employees of Delhi Jal Board, for marriages purposes etc. Eligibility, Terms & Conditions and Charges for the booking of Vacant land, Parks and Community Center are as under:

1. ELIGIBILITY AND THEIR CLASSIFICATION:

The classification for temporary allotment/booking purpose is proposed to be restricted as under :

TERMS & CONDITIONS:

1. Booking/temporary allotment shall be only for the applied function and for the approved period only.
2. No digging in the land shall be allowed.
3. Applicant will be liable to remove temporary shed if any, made on the land, on or before the last day of the permission.
4. Electricity and Water facility shall be obtained by the applicant at his own cost.
5. Any existing structure made by Delhi Jal Board shall bot be disturbed.
6. Extension of the programme will not be allowed, without prior approval of Delhi Jal Board.
7. Delhi Jal Board shall have right to cancel the booking/temporary allotment, at any time, without prior notice.
8. The jurisdiction for all legal matters for this allotment will be New Delhi and legal cases filed in other coursts will not be maintainable.
9. No claim for refund of the booking amount & cost of form, if the programme is cancelled by the applicant, would be entertained.
10. All Societies/ Trust/Charitable Trust/NGO shall submit the balance sheet for preceding 3 years, alongwith the application form and complete all formalities.

HOW TO BOOK THE VACANT LAND, PARKS AND COMMUNITY CENTERS:-

A. All Requests for temporary allotments/booking shall be on an application in the prescribed format, the application will to be priced Rs.100/- (Non-Refundable) and shall be available with the office of Asstt. Commissioner (L&E) as well as through our web site www.delhijalboard.nic.in or www.delhigovt.nic.in. Draft of the prescribed format is enclosed (for downloaded application Rs. 100/- will be recoverable at the time of consideration)

B. A register would be maintained for entering all applications in the office of Assistant Commissioner (Land & Estate) and the booking would be on 'first come first serve basis'.

C. The revenue accruing from such a use would be deposited on same day with the treasury of Delhi Jal Board through Cash or Demand Draft. In Case of Demand Draft, the same should be in favour of "DELHI JAL BOARD".

D. Charges would be levied minimum 1000 sq mtr and thereafter for multiple of 1000 sq. mtr.

E. The rates will have automatic esclalation from April 1st of each year, over that of the previous year, at the rate of 10 % for social and religious purpose and at the rate of 20% for commercial purpose.

F. Licence fee shall be payable in advance for the entire period of temporary allotment of staff quarter for marriage purposes to the DJB employees shall be normally restructed to seven days.

G. The period of temporary allotment of staff quarter for marriage purposes to the DJB employees shall be normally restructed to seven days.

H. The concessional rate for the DJB's staff can be availed of only by the immediate family which would include self. spouse, unmarried children and un-married brothers and sisters.

Chief Executive Officer, Delhi Jal Board will have the authority to make the booking/ extension/ cancellation of land/ parks etc. in accordance to the above.
